Here is a kidSafe browser that offers total parental control. It works behind the scenes with Internet Explorer via a TrustFile approach. If its not in the TrustFile, kids can't go there. But Parents can go anywhere.

NoWorrys kidSafe internet filter (freeware)
and
PpGuard kidSafe internet filter (shareware)
both of which work on a TrustFile principle:
If its in the TrustFile, kids can go there.
Both programs are 5-Star products.
